Can judges/ court staff use QR codes? I imagine there are security concerns - plus they could only open it using their phones which isn't particularly convenient.

The security concern is fair — attorneys will need to be extra-cautious about what they link to in their codes, of course, and only link to trusted sites. As for the issue of the judge needed to use a phone, the best practice would be to also include a hyperlink to the same online resource as the QR code.
